A man who was arrested after allegedly knocking on doors and tapping on windows in the middle of the night Sunday is being charged with criminal surveillance and accused of violating sex offender registry laws, Tuscaloosa Police said Thursday.

A TPD spokesperson told media that officers responded to a 911 call just after 3 a.m. Sunday from people in the city reporting an unknown man at their doors and windows.

Investigators reportedly found Garland Hall, 48, walking in the 700 block of 13th Street and arrested him on a public intoxication charge.

Investigators with the Criminal Investigations Division followed up with interviews and gathered more evidence, which led to two new warrants on Hall. He is now also charged with first-degree criminal surveillance, a misdemeanor, and a felony charge of violating the Community Notification Act for Sex Offenders.

TPD officers assigned to the U.S. Marshals Task Force found Hall in Greene County on Thursday morning and took him into custody. He is being held in the Tuscaloosa County Jail with no bond set.

Police said the investigation is ongoing and more charges are possible.

Hall has not entered a plea and is presumed innocent unless and until he is convicted.
