Fayette County Judge Sentences Man Who Pleaded Guilty to Raping Minor to Life in Prison
A judge in Fayette County has sentenced a sex criminal there to life in prison after he pleaded guilty late last year to the first-degree rape of a minor.
District Attorney Andy Hamlin announced the sentencing decision Friday afternoon and said William Charles Elam, 69, will spend the rest of his life in prison.
Elam was arrested in May 2022, indicted on two felony sex crimes in October of that year, and last November, he pleaded guilty to a charge of first-degree rape.

His sentencing hearing was held on Thursday, and Hamlin said Elam Fayette County Circuit Judge Sam Junkin sentenced Elam to life in prison.
“The evidence presented at the sentencing hearing demonstrated the depravity of Elam’s actions and the lasting harm caused to the victim. While this was the maximum under the law, no sentence can undo the harm that was done,” DA Hamlin said. “I’m proud of the work done by our team and our law enforcement partners, and I hope this brings some measure of justice to the victim.”
The District Attorney praised the victim for their courage in coming forward about the abuse they suffered and thanked local investigators for pursuing justice in this case.
"The successful prosecution of this case would not have been possible without the courage of this victim, the investigation that was conducted by Investigator Anna Ruth Bailey, and the assistance of the Fayette County Sheriff’s Office and the Fayette Police Department,” Hamlin said.
